Doesn't say that is the only thing, but it at least points to something specific. I've worked in manufacturing and have a number of family members who were in position of authority who did it as a career. So, while I don't know all the details that could apply in your case, I do know it can be a very complicated thing, especially when working internationally.
Which would sort of imply that at least someone is interested in acquiring the company - whether or not WT is interested in letting them do it or not. Could also just mean a licensing agreement. Or other things. Certainly "lots" of things there.
Another item with lots of possibilities - licensing, an actual acquisition but one that doesn't stop WT from initially filling all orders (but if that is followed by an acquisition, what happens to support?). All kinds of stuff possible.

Yes, firmware is always changing, having bugs fixed, etc. I'm pretty sure no one, if you were to say the firmware was ready for GR, would think no bugs would be found or that there would be no more improvements. So, in this case, I think by "complete", the poster was asking if it was believed to be ready for GR.
Of course, no matter how good your testing is, I suspect you won't give approval until some period of treg testing.

First part seems to mean you aren't saying it is ready yet (again, I don't expect that to be until treg gets it anyway). But focus on shipping at scale would seem to show there has been a lot of progress in other things.
Now we just need more info next week to clarify some of this.
